Authorizations for objectives located within civil airports areas



1.1 The present Procedures designed in accordance with the Civil Aviation Law of RM and the provisions of the General Urban Regulations p.72, 73, and 74, approved by Government Decision no. 5 of 05.01.98.

1.2 The present Procedures:

  • include requirements for documents requiring to coordinate objects construction and disposal, the realization of which is necessary to obtain complete information about the positioning of objects in reference to civil aviation aerodromes and determine their need for marking, as well for lightings, need to be considered for safety;
  • set the rules for documents needed for coordinating, in the field of object position analysis as well as requirements for marking and/or lighting of objects in the civil aerodrome areas of the RM.


2.1 Requirements for object height restriction in the civil aerodromes areas are regulated by ICAO standards and recommended practices.

2.2 Requirements for presence of the CAA Approval for construction of OBJECTS within civil aerodromes areas are established by the General Urban Regulation, p 72, 73, 74, approved by Government Decision no. 5 of 05.01.98.

2.3 Aerodrome area (adjacent to aerodrome area intended for controlling and monitoring of objects and obstacles) is a terrain around the aerodrome, limited in size, on which the aircraft maneuvering is affected.

2.4 The presence of the CAA Approval is required for proposed construction and disposal for objects beyond the limits of a erodrome area in order to permit an aeronautical study of the effect of such construction on the operation of aeroplanes.


3.1 CAA RM issues the approval on the coordination of construction and disposal in aerodrome areas for buildings, telecommunication lines, high voltage power lines, railway tracks, highways and other objects that could affect safety and interfere with the operation of aerodrome radio aids.

3.2 Coordination with CAA for the construction and disposal of objects is performed taking into account safety in the areas of aerodromes, which are registered in the Aerodromes Register of the Republic of Moldova.

3.3 Coordination should be subject to construction, disposal or change the location of existing objects, including:

  • all objects within a radius of 10 km from the Aerodrome reference point (ARP);
  • objects with a height of 50 meters or more above the elevation of lowest runway threshold and placed within a radius of 30 km from the ARP;
  • objects with a height of 50 meters or more from the lot elevation - irrespective of their location;
  • telecommunications and high voltage lines and other radio and electromagnetic radiation objects, which could interfere with the operation of aerodrome radio aids, irrespective of the location;
  • explosives objects, irrespective of the location;
  • the activity of industrial and others enterprises and buildings, which could influence on reducing visibility in areas of aerodromes.

3.4 Within implementation process (for submission to the expertise) to review development plans of cities and municipalities, expertise / coordination will be performed:

  • safety requirements and taking into account the influence of aircraft noise and emissions;
  • taking into account the need for ban on broadcasting the locations of concentrated food waste, landfills, expensive fur animal farms, animal farms, slaughterhouses and other items that contribute to congestion mass bird and the territories adjacent to aerodromes distance of 15 km.


4.1 Materials submitted for coordination by companies and organizations to obtain a notice must contain:

  • an application for notification indicating feature and destination object, its location;
  • information on exterior dimensions (horizontal and vertical) of buildings and/or structures and mechanisms, including equipment gauges used on object (height construction crane etc.).
  • information on the geographical coordinates of the object (or objects) in geodetic coordinate system of the World Geodetic System - WGS-84 format DD°MM'SS.s’’;
  • information on the maximum height of the object (objects) in the format DECIMAL (MMM.m);
  • indication to ground elevation for each object requested in relation to mean sea level (MSL) in the format DECIMAL (MMM.m);
  • materials indicating information on the relative heights of adjacent buildings and/or highest surrounding objects (if any);
  • characteristics of the object, which (depending on the type of the construction or operation of equipment/facilities) could affect safety:
    • planning of fumes or vapors escaping during object operation;
    • planning emission of harmful substances, corrosive, radioactive, etc. during object operation;
    • systems /special lighting devices;
    • availability/features of electric power equipment, which induce electromagnetic fields;
    • Activity which contributes to congestion mass bird (mills, silo construction, places for storage, warehouses, sedimentation basins, landfills, etc.) ;
  • detailed description of the object/building, showing construction materials provided for use;
  • map (a copy of the map) and situational scheme or plan indicating the object corresponding to the streets (the location of the object in place) or places (the location of the object outside the village) with indication of scale.

4.2 For the construction coordination of radio-emitting object additionally must be indicated:

  • operating frequencies or operating range of radio-emission, the capacity, the radiation directivity, or
  • document of the authorized state body regarding electro communications confirming that the constructed object will operate in accordance with the plan of distribution of frequencies.

4.3 For coordination of telecommunication lines and power should be indicated:

  • route name;
  • start and final points of the coordinated route;
  • voltage of power lines;
  • heights of supports and elevation of their base;
  • material from which the supports are constructed.

4.4 For coordination of development projects and planning of cities, towns it is need to submit a plan indicating the general design and future construction, number of floors of buildings and structures.

4.5 In addition to the minimum list of technical documentation necessary for coordination, CAA RM has the right to request the supplementary information, necessary for a detailed analysis of the application for advice the approval on the coordination of construction and disposal for objects.
